Nazims accuse NGO of nepotism
چترال ( محکم الدین ) یونین کونسل شیشی کوہ کے بلدیاتی نمایندگان ممبر ڈسٹرکٹ کونسل چترال شیر محمد ، ممبر تحصیل کونسل شیر نذیر خان ، ناظم قاضی خورشید احمد ، ناظم قیوم ،جنرل کونسلر عبدالباسط ، کونسلر مصلح الدین اور کسان کونسلر صلاح الدین نے سرحد رورل سپورٹ پروگرام چترال پر الزام لگایا ہے کہ مذکورہ این جی او لائیولی ہوڈ اینڈ کمیونٹی انفراسٹرکچر پروگرام کے تحت سیاسی بنیادوں پر ایک سابق ناظم کے ذریعے مختلف منصوبوں پر کروڑوں روپے خرچ کر رہا ہے ۔
چترال پریس کلب میں پیر کے روز ایک پریس کانفرنس سے خطاب کرتے ہوئے انہوں نے کہا کہ علاقے میں بلدیاتی نمایندگان اور مقامی ایل ایس او شیشی کو ہ مڈکلشٹ ائریا ڈویلپمنٹ پروگرام کا ایک مضبوط نیٹ ورک موجود ہے اور عوام انہی کے ذریعے اپنے متاثرہ کاموں کی تکمیل چاہتے ہیں ، اور ان کے پاس وادی کے مسائل اور ضرورت کے حوالے سے منصوبوں کی ترجیحات کا پورا ریکارڈ موجود ہے ۔ لیکن اس کے باوجود ان نمایندگان اور اداروں سے کوئی مشورہ کئے بغیر مختلف مقامات میں اپنی مرضی سے منصوبہ جات کی نشاندہی اور اُن کیلئے فنڈ کا اعلان کیا گیا ہے جو کہ ایس آر ایس پی کی سیاسی وابستگی کو واضح کرتی ہے ۔
انہوں نے کہا کہ بلدیاتی نمایندگان اور ایل ایس او کو اعتماد میں لئے بغیر یہ منصوبے مکمل نہیں ہو سکتے کیونکہ کمیونٹی کے اندر منصوبوں کی تکمیل کے دوران بہت سارے مسائل اُٹھ سکتے ہیں جن کا حل علاقائی نمایندگان ہی کر سکتے ہیں ۔ انہوں نے کہا کہ ان منصوبوں کا اعلان ایک پارٹی سے وابستہ سابق ناظم کے ذریعے کرنے کا مقصد سیاسی مفادات حاصل کرنا ہے اور در حقیقت یہ اعلانات 2018کے الیکشن کی تیاری کیلئے ایک سیاسی پارٹی کی طرف سے مذموم کوشش ہے ۔
اُس سیاسی پارٹی کا ایس آر ایس پی کے ذمہ داروں کے ساتھ قریبی تعلق ہے جس کا ناجائز فائدہ اُ ٹھانے کی کوشش کی جارہی ہے ۔ انہوں نے کہا ان اعلانات سے نہ صرف ایس آر ایس پی جیسے این جی او کے سیاسی امور میں براہ راست ملوث ہونے کے امکانات واضح ہوئے ہیں بلکہ علاقے میں ممکنہ ترقیاتی منصوبوں میں بڑے پیمانے پر خورد برد کا بھی خدشہ ہے ۔ انہوں نے مطالبہ کیا کہ اب بھی علاقے کے تمام سٹیک ہولڈرز کو اعتماد میں لیا جائے ۔
I feel pity on the pathetic condition Naib Nazim
uc Shishi, Sher Nazir. Being a Madaklashti, he should drown himself into the river, during election campaign, flanked by Anzar Gul his political mentor and Sher Muhammad he promised the people of Madaklasht to hand over two summer pastures to the people of Madaklasht which were illegally confiscated by Gujur Mafia backed JI. The same promise is yet to be fulfilled. Instead of hurling allegations at SRSP you should ask you political and financial mentor Anzar Gul to fulfill his promise made to the people of Madaklasht. We the people of Madaklasht owe a great to SRSP for its developmental projects carried out in entire Shishikoh valley. Sher Nazir in connivance of his close relative Khurshid village Counsel Nazim, doled out rehabilitation items sent by different NGOs for deserving people of Madaklasht, to his kith and kins, now he trying to discredit SRSP because SRSP believes in merit oriented development projects and flatly refused to grease the palms of Sher Nazir.
SRSP has also to be blamed as to this institution’s decision making process has greatly been influenced by first Mr Mohi Ud Din and now by our current MNA. The projects were only given to areas where this family had any political interest. I have great regards for Mr Masud ul Mulk the chief of SRSP in terms of attracting donors but on the other hand he has also been involved in using these tactics which has led to people being unaccountable. There are many big projects which failed due to inefficiency of some of the staff members but those people instead of being disciplined were rewarded with promotion.
We live in a country where there is no accountability. Authorities should open inquiry about the so called Joint Forest Management Committees in Shishikoh valley. These handful corrupt people want to grab foreign aid and want to spend it as per their own will.
Sher Muhammad is leader of the Gujjar mafia who have hijacked Shishikuh and are ransacking the forest. The Katur family is equally to be blamed who settled these nomads in the valley at the cost of local khow,Kalash and Tajik population. Sher represents the land grabing mafia who have occupied forests and lands of their former landlords. They are also getting the share in forest royalty which actually belongs to the local khow and Kalash. The Gujjar mafia is so strong in Shishikuh that they dont allow inclusion of khow and kalash people in any decision making process. This mafia once attempted to murder Shahzada Muhiuddin in Puret GOL Forest and had mobilized Gujjar razakars from as far as Dir, Swat and Kohistan. Sher Muhammad and Inzir Gul, former touts of the Katures, are now billionaires and have earned all this through illegal sale of timber and rights of the Shishikuh people.
We the people of Shishikuh demand that the government that Nadra should cancel the NICs of these Gujjur nomads who were settled in our valley by the brutal state and were granted NICs on request of Sh.Muhiuddin in 1980s.
Thank you SRSP for your merit and needs based decision and inclusive intervention in Shishiku. This mafia with blessing of district government is trying to deligitimize SRSP which the people of Shishikuh will never allow.
