Respected Deputy Commissioner Chitral, Osama Ahmad Waraich,
It is for the second time that I am writing these lines to thank you for the services you have been rendering for the people of Chitral since your posting as the DC in Oct 2015. However, for many months we have not gotten any positive response from your side. Now I on behalf of the local people again try to convey a message to you so that your good self may realize that the people of upper Chitral feel let-down and discriminated against perhaps due to the remoteness of their area from the Chitral town and a lack of proper representation in the district government.
Dear Sir, for your kind information, it is to mention that most of the projects initiated in upper Chitral either have been abandoned or left incomplete midway. When you took over as the DC, you used to visit the remote areas of upper Chitral, including Booni and Mastuj. Your repeated visits to these areas showed the seriousness you attached to the resolution of issues people here were facing.
Some of the projects which were in the doldrums such as the Booni Bridge have now been completed only because of your personal interest. The project of Booni Bridge was initiated by former MPA Ghulam Muhammad and was completed after incumbent MPA Sardar Hussain played his due role in getting funds allocated for it. But it was indeed because of your personal interest that work on the bridge was finished without any further delay otherwise the contractor could have taken years to make the bridge ready.
Besides, the people of the area are also thankful to you for keeping the Booni-Mastuj road open, cleared of debris and boulders, arranging generators for the provision of electricity to the people of Booni and saving the portion of the Chitral-Mastuj road from being washed away by the river near Kuragh.
But, sir, there are still a number of projects which need to be accomplished such as launching of work on the CDLD disaster-related works. In March this year during your visit to Booni, you had promised that as there were apprehensions of more floods, the CDLC project for Booni Gol would be completed on a priority basis but due to unknown reasons the project could not be initiated as yet.
Moreover, work on the 400 KW powerhouse being built at Duma Dumi near Awi for the people of Booni by the SRSP has hit snags due to the highhandedness of the contractor while another 100KW powerhouse funded by PEDO at Booni Gol is facing a delay for about two years. The people of the area are looking to your office for directing the departments concerned to get these projects completed without further delays.
Another important issue has been the payment of compensation to the people in the disaster-hit areas of Chitral. The people of upper Chitral feel that they were discriminated against in the distribution of the relief funds and they still wait for justice in this regard.
The residents of Booni Gol also need your help in running their powerhouse built in a self-help basis and the generators need fuel. There are also issues in the tehsil headquarters hospital, degree colleges for both boys and girls and they need funds for provision of the missing facilities. The SSBU campus in Booni is being closed and the students have been protesting against it and they need your support to save the future of the students.
The Assistant commissioner Mastuj at Booni has been rendering valuable services in the area but he very often goes on leave while two posts of additional ACs in the area have not been filled for many months, creating hardship for the people who come to Booni from far-off areas for different official works.
Besides, Booni also needs a children’s park for which a suitable land is available at Krui Junali and you are requested to allocate funds for this basic facility.
It is hoped that you kindly look into these issues and issue directions for the completion of these projects for the betterment of the people of upper Chitral.
