Millions allocated for ‘rehabilitation’ of seminaries owned by JI, JUI supporters

CHITRAL: Millions of rupees were doled out to religious seminaries owned by JI and JUI by the district government headed by nazim Maghfirat Shah in different parts of Chitral in the name of rehabilitation and repair, documents available with ChitralToday revealed.

It is alleged that the funds were being doled out to the owners of the seminaries directly without floating any tenders for contracts.

There were allegations, as reported by this newspaper, that the nazim had tried his best to transfer the late DC a few months before his death in the Dec 7 air crash for ‘non-cooperation’. However, the district nazim had denied the allegations at that time. Now it would be a test case for the new DC to look into the allocations if they have been made on merit or political considerations.

At present Chitral needs much more to be done, especially in areas affected by the 2015 floods and the earthquake. The sources said due to the lack of coordination and conflict of interests among different departments and agencies, funds coming for development and reconstruction activities in the floods and earthquake affected Chitral were feared to be going down the drain or ending up in pockets of corrupt officials and politicians.

The sources in the local government and the district administration told ChitralToday that there were about 150 million rupees for the village councils, 190 million for the two tehsil councils and Rs230 million for the district council. Besides, Rs230 million were utilized in the disaster affected areas from the CDLD funds through the deputy commissioner office while another 320 million were available for the same purpose.

Apart from these, there were also works to be done through the special funds of the MNA, two MPAs and the annual development plan of the KP government.  But due to the lack of coordination among the departments and other agencies, timely utilization of funds in a transparent manner was not possible. The sources feared that the funds might lapse paving way for their misuse.

A district council member told ChitralToday  that the district government had rejected a proposal by some members to allocate funds for each union council and made by-laws to make the allocations for each UC member. Under this formula, union councils with a few members such as the far-off and sparsely populated areas in upper Chitral were left with almost no funds while towns such as Drosh or Ayun  took away the lion’s share.

A document available with ChitralToday showed that the district government has allocated funds for the repair and renovation of unknown private madressas and mosques in different parts of Chitral. Many people raised eyebrows over the local government’s decision to spend the public money on the repair and reconstruction of private seminaries, that too without any tenders or contracts.

According to the document, the following mosques and seminaries were to get funds (mount mentioned) from the district government in the current fiscal year.     ye masjid or madrassay bhe awami jaghain han.madaris or masajid ki jo leadership hai wo yaqenan JI or JUI ko hasil hai, dusray parties k jo leaders hain unko ye taufeeq hasil nahi.ye fakhar sirf JI or JUI ko hasil hai.

    Indeed this a big issue for the new deputy commissioner. let us see how he sorts out this whole scandal due to which the district nazim was up in arms with the former DC. The reason the former Dc enjoyed the support of the people was because he had tightened the noose around the district nazim due to which Maghfirat Shah moved from pillar to post to transfer him. If the new DC failed to ensure transparency in judicious distribution of funds, we will be forced to believe that he had the same intentions like that of district nazim.

    جو جیتے جاگتے ذندہ اانسانوں کے لیے کچھ نہیں کر سکتے ہیں وہ ابھی مرحومیں کی قبریں اور قبرستاں اباد کرنے کی عزم کر رکھے ہیں یہ جانتے ہوئے کہ قبر خوبصورت بنانے سے اندر سوئے ہوے مرحوم کے گناہ معاف نہیں ہوتیں۔ اگر ہمارے ان لیڈراں میں ذرا بھر بھی عقل ہوتا تو وہ قبرستاں کی تزئں کے بجائے سیلاب ذدگان کے گھر بنوا لیتے۔

    if seminaries or mosques rehabilitation is lawful, there should be some criteria for spending public money. in that context, my jamat khana which was affected by floods last year should also deserve small share.

    Seminaries should be bound to teach basic values of humanity to their students, e.g Not telling lies, not cheating, not being hypocrites, not being intolerant and extremists, not committing deliberate sins with the hope that God will forgive them when they pray or perform Haj, not hating human beings on the basis of their beliefs, etc If seminaries do the aforementioned, the money is OK, but if they only teach them prayers and no character building then this is waste of money.

    Very strange and no one need to say anything…. we can only pray for the so called senior leaders to start considering themselves as the leader of Chitral not of any particular sect or religion. The money they are spending belongs to the people of Chitral.. Repair/rehabilitation of religious places is indeed very important but not from the public money and if there is any provision in the constitution then it should be for the followers of all the religions living in the country as citizens.
