BDF says never accused SRSP of failing to launch powerhouse projects

BOONI, Jan 21: The Booni Development Forum (BDF) says proceeding of its meeting held on January 19 to discuss establishment of three powerhouses in Booni was reported in ChitralToday out of context. BDF says never accused SRSP of failing to launch powerhouse projectsAccording to the report filed by our Booni correspondent, the participants of the meeting on Jan 19 criticized the Sarhad Rural Support Programme (SRSP) for delaying on one pretext or the other the floating of tenders and therefore the establishment of the powerhouses even after all the hindrances were removed by the local communities. Though our correspondent  still stands by the report, the BDF on Wednesday held another meeting and issued a press statement that the ChitralToday correspondent had exaggerated the speeches of the participant of the Jan 19 meeting. “On Jan 19, 2015, the BDF and representatives of four village organizations (VOs) held a meeting under the chairmanship of former tehsil nazim Shamsur Rehman Lal. The meeting discussed in detail the setting up of powerhouses in Booni by the SRSP. The participants expressed concerns over the delay in the process of tenders and establishment of the powerhouses. They forcefully demanded of the high-ups of the SRSP to launch work on the projects,” the statement said. It said there was no complaint by the participants that the SRSP had failed to launch the projects in the area as reported in ChitralToday, adding the ChitralToday correspondent had taken the matter out of context. Secondly, it added, the meeting was not presided by Sardar Hakim but by Shamsur Rehman Lal. Those who attended the Jan 21 meeting to issue the clarification included BDF chairman Sardar Hakim, ex-tehsil nazim Shamsur Rehman, retired Subedar-Major Salahuddin, BLSO chairman Zaheeruddin Babar, Shah Wazir Lal and Ghulam Khan.  ]]>

Mr. khan is trying to initiate a blamgame in SRSP, to create a rift in staff especially in SO section. Mohammad khan definitely knows the procedure that how an NGO operates, if he doesn’t its for his kind information, hereby explained that SOs are responsible only for social feasibility, and they have discharged their duty in accordance with the laid down norms which consists, as mentioned earlier of Social feasibility.
They recommended the said MHP in the best interest of community in Booni. I, being a communit member reserve the right to raise a question. I would urge you to tell the public all the inefficiencies of SRSP staff, who are in Upper Chitral. If you dont you are requested to get know-how about the way people carry out their duty in an organization. You know about Booni MHP and SO’s performance in upper Chitral. If you dont, and for those those who go through these lines its told that there are 13 MHPs launched in total throughout district Chotral, out of which 11 have been launched in upper Chitral. If anybody wants their detail precisely that is 5 Number in Khot, 2 No in Tarich, 2 Oveer and 2 in Laspur UC, while five more MHPs are in pipeline and soon be launched in upper Chitral. Feasibility for the said, in terms of social and technical vibrance have been completed by SOs upper Chitral.
I request all to beware from such activities and be united for speedy execution of various projects initiated by these organizations in district specially in uppet chitral.

I have just returned from Booni, I’m, I think the best person to tell the first hand info on what has been discussed herein above. The fact the so-called Booni Development Forum is not telling what it shud tell is BDF could not get the people of Booni convinced for what SRSP wanted them to do. Now blaming it for delayed projects is beyond the understanding. Everyone knows SRSP had conducted a survey of potential areas feasible for power houses, later it was failure of none other than BDF as proposed 550 kw project could not be materialised in Sumaragh of Booni Goal. The feasibility report was done by SRSP with all its cost. Another project for Booni was said to be feasible by GTZ in Raghodok of Booni Gol. According to one in the NGO, SRSP expressed its interest to accomplish it as well but BDF failed here again in campaigning in favor of. Its worth noted that the project conceived by GTZ and was to be constructed by SRDP was of one mega watt. Now SRSP is compelled to have just 100 KW project for Booni, in Booni Gol due to inefficiency of BDF. There would have been no line losses, no extra cost had the project one megawatt was in Booni Gol. Now SRSP has plans for a 100 kw in Booni Gol, a 500 kw in Awi Gol for Booni and 100 kw project at Awi Gol for Awi. By going through this one can clearly understand why projects are getting delayed and who are to be blamed for.

Brother Muhammad Khan, lets not be fair to all and not just to your friend who whispers in your ears. Its the responsibility of the government to provide electricity to Booni and not of a NGO. We thank the NGO that with very little help from your so called Development Forum (which seems to consist of grumpy old men who have nothing to do but talk) they have raised resources which will provide electricity to large parts of Ovir, Khot, Rech, villages in Terich, parts of Laspur valley, Chitral town (hopefully, Ayun and Drosh). The Development Forum has done very little to raise resources for these projects. It should stop pretending that it is a representative body and speaks for everyone. There is no reason why Booni should be preferred to Baranais, Koghozi, Drosh, Broze in the supply of electricity. I think the time has come that some of these so called Development Forums are fully exposed because they have become masters at blackmailing and getting things done in their own interest and no public interest. We demand that preference should be given to the above villages than Booni. It is a fact that for more than a year this organisation has tried to set up a power house in the area but no one has been willing to give his land and provide a space where the hydel projects should be set up. This is the kind of thing that the development forum should be doing. If it does not have the credibility to go into communities and speak with them and resolve issues it should not start creating issues where none exist.

I think there are few people within the SRSP in the upper Chitral team who are allowing this not to happen. The people at the Social Organising unit are inefficient and were not able to do proper feasibility of the hydels projects.

after reading both news about bdf and srsp i rang up one of my frnds who was seen in the picture published in chitral today. he gave a big laugh and said that the reporter of chitral today had written about 30 per cent of what the participants had said against srsp. they had used harsh words against srsp for not making the power houses but when they came to know that srsp high up were displeased over the report they changed their mind and ended on a compromise and then put the blame on the reporter. he said my dear it is norm of chitralis to criticize someone on his back and make flattery on his face.

Taking advantage of the time i humbly request reporters and owners of all online and print media based in Chitral, to develop a parameter for news items. I never mean to hinder independent media rather afraid of the heinous outcomes of irresponsible journalism. News item must be published taking the responsibility. I know the difficulties confronted by our online due to lack or unavailability of regular and paid reporter. I know that with meager resources this huge district can not be covered. I also believe that these online are the precious and biggest source of information for us yet responsibility must be ensured. For articles and others the writer is responsible and institution can not be blamed yet news items must be judged before publishing. Some of our newspapers and onlines are just writing “Idaray ka murasila nigaar ka sath muttafiq hona zarori nahi” on the top of each item. This is never rational as the phrase is used only for articles and can not be used for news items. Here a question also arises that with which you are agree??? It mean institutions must own news item while appointing their paid and regular correspondent in 4 major areas of Chitral i.e. Chitral, Booni, Garam Chashma and Drosh…. If, on the face of financial constraint it is not possible, then they must verify news before publishing…. Make sure i am not talking with reference to recent issue, as BDF might have changed their old version and the writer might be right, rather these are general and applicable for each newspaper/online in Chitral…..

Chitral is a small place and not a big country like USA where press publishes every thing without considering any repercussions. Remember unlimited freedom leads to publications like the blasphemous cartoons of Charlie Hebdo which was followed by series of violence. Purpose of writing all these lines is Chitral Today is liked by Chitralis around the world. It was one of the news papers which were considered to be highly reputed and trusted. However we regular viewers are feeling that some reporters are publishing reports which are totaly unnecassory and create difference and rumors. Few months back a report was published that MNA and MPAs are fighting with each other for taking credit of Lowari’s increased funds. Its on record that the MNA Chitral has never criticized any of his political rivals and has never utter a word about them. Similarly the statements of Salim Khan and Ghulam Muhammad which were published here were also very degrading. Chitral Today should focus on healthy journalism and the management should analyze reports before publishing them. Dont make Chitral Today Scandalous News Paper.
